Eager to make a difference, Justin volunteered for Senator Obama's 2008 presidential campaign, marking the start of his political journey. Over the next decade, Justin worked on twenty campaigns, gaining invaluable experience and bridging Democratic and Republican viewpoints. This background prepared Justin for a legislative aide position in the Virginia General Assembly in 2016, where he worked across the aisle and provided exceptional constituent service and engagement. He helped raise thousands of dollars for charities and local initiatives, demonstrating his commitment to giving back. Additionally, in 2015, Justin partnered with then-Virginia Beach Mayor Will Sessoms and Governor Terry McAuliffe to launch a Local and Statewide Leadership Week, an initiative honoring students' outstanding leadership achievements. In 2018, Justin served on the Virginia Beach Historic Preservation Commission's student leaders committee, working alongside students and community leaders to promote awareness of Virginia Beach's history and the importance of preserving its historic resources. In 2019, the Virginia Beach City Council unanimously appointed Justin to a three-year term on the Virginia Beach Clean Community Commission. He collaborated with Waste Management and Parks and Recreation to promote litter prevention, recycling, beautification, and general environmental awareness through educational projects for all community segments. Burns, a public school teacher, and Virginia Beach native is running for House District 100, which encompasses parts of Virginia Beach and the Eastern Shore of Virginia.Burns is unopposed for the seat and will challenge Republican incumbent Robert S. Bloxom, Jr. in November.&nbsp;Burns understands the significance of the income disparities faced by residents of HD 100 and, having experienced hardship firsthand, is committed to the necessary work to address these challenges. "Although the median household income across the state tops $90,000, the people of Accomack are scraping by at $53,000, with 45% of households being single parents. Northampton faces similar struggles at $56,000, with 36% of family households being single parents and property taxes rising fast. This is disgraceful."Before transitioning to education, Burns worked in the Virginia State Senate alongside constituents to ensure Virginian concerns were a priority. This experience gave him valuable insight into crafting comprehensive legislation.&nbsp; As a teacher, Burns consistently witnesses the inequalities that even his students face. "Every day for the last five years, I've witnessed students face financial challenges, challenges to their nutrition, lack of parental support, and inaccessibility to medical and mental health care. Healthcare is a fundamental right, and Justin's top priority is ensuring that all Virginians have access to quality, affordable care. No one should be just one medical bill away from financial ruin. While expanding Medicaid was a significant step forward, more work remains to expand coverage, lower costs, and strengthen patient protections. Justin is committed to ensuring every Virginian is included in the General Assembly.&nbsp;&nbsp;As your delegate, Justin will:&nbsp;<ul><li>Expand affordable and comprehensive coverage to include more Virginians.&nbsp;</li><li>Secure more significant funding for continuity of care and expand medical services to improve the well-being of all communities across the Eastern Shore.</li><li>Reintroduce the bipartisan Prescription Drug Affordability Board to provide oversight in reducing prescription costs.</li><li>Introduce and secure funding to create a pathways program that aligns with the needs of the healthcare workforce and addresses the recruitment and retention of quality healthcare professionals. Instead of focusing on what matters most to us, politicians in Richmond are more interested in imposing their values on us. They believe they know what is best for you and your family, but I beg to differ. I believe you know what is best for you and your family. I value your freedom and trust you to make decisions, not politicians in Richmond.As your Delegate, I will defend your rights and freedoms, and no matter the political repercussions, I will always put our democracy first.In the General Assembly, Justin will support legislation: <ul><li>Defending the fundamental right to vote and opposing any efforts to create obstacles to accessing the ballot.</li><li>Advocate for developing more inclusive non-discrimination laws that safeguard all individuals, regardless of their background, identity, or disability.</li><li>Champion comprehensive criminal justice reform that emphasizes grace and accountability while working to repeal laws that unfairly punish poverty and supporting policies that focus on rehabilitation and reintegration. </li><li>Ensuring all Virginia families live free from the fear of gun violence in their communities. Everyone deserves an equal opportunity to succeed with a job that can support a family—wages that reflect the dignity of work—and the chance to build wealth for themselves and their families.I was raised by a hardworking single mother who worked multiple jobs to provide for my siblings and me.As your Delegate, I will be a champion for working-class families by:<ul><li>Investing in job training to equip people with the skills necessary to secure good jobs.</li><li>Strengthening Virginia’s minimum wage laws, empowering more workers to engage in collective bargaining for better wages and working conditions, and advancing policies to bring high-quality jobs to the Eastern Shore and Virginia Beach.</li><li>Reforming Virginia’s tax code and providing targeted tax relief for working families, including introducing a grocery tax credit to ease the burden of rising prices for seniors and lower-income families.</li><li>Increasing funding for affordable housing and building new workforce housing.</li><li>Expand access and affordability, and improve the quality of early childcare.</li></ul>

I am committed to advocating for our way of life while championing better climate change measures to ensure communities across the 100th district remain vibrant for generations.&nbsp;&nbsp;As your Delegate, I will:<ul><li>Support legislation that increases funding for conservation and protects the Chesapeake Bay and our local waterways.</li><li>Introduce a bill that prohibits foreign-owned companies from making political contributions.</li><li>Introduce a bill with the input of the Virginia Marine Resources Commission to establish a limit on catches for the Menhaden fish species and require vessels to remain a mile from our shores while inside the Chesapeake Bay.</li><li>Support building upon the Virginia Clean Economy Act and advocating for bringing high-quality clean energy jobs to the Eastern Shore and Virginia Beach.</li><li>Protect the Regional Greenhouse Gas Initiative, which provides millions of dollars to support coastal resiliency projects that protect and enhance our community's quality of life.</li></ul>
